内容摘要

本文旨在对1990-2000年间美国华人参与美国主流政治的状况进行研究,分析和评价此阶段美国华人参政的主要得失,并探讨其原因。本文利用所掌握的数据和资料,从三个方面考察1990到2000年间美国华人的参政状况,即:华人群体参与政治选举投票的情况、华人精英出任政府公职的情况和华人政治团体在推动华人参政方面的努力和作用。同时,本文从社会经济地位、文化传统和制度性条件以及其他一些角度对此阶段美国华人参政的成就和不足的成因进行探讨。通过研究与分析发现,此阶段美国华人参政的主要成就为:华人总体参政意识提高;华人精英出任政府公职的数量和职位有较大进步;华人政治团体和华人精英在推动华人参政、提高华人政治影响方面发挥重要积极作用;华人女性政治家崭露头角。主要不足为:华人群体整体投票率偏低、投票分散;华人群体的不团结导致政治影响较小;大多数出任公职的华人精英有职无权,象征意义大于实质意义。这些成就和不足的成因主要有社会经济因素、文化传统和制度性条件,以及近年华人人口结构特点、母国因素以及华人融入美国主流社会程度等。
