内容摘要

本论文从现实主义国际关系理论的角度,对小布什政府的能源战略进行了探讨和研究,通过对其执政时期的国际能源形势、前任政府的政策遗产、影响能源政策制定和执行的国际、国内因素和政府主要能源政策的分析以及对小布什政府最具代表性的能源行动—伊拉克战争—进行的案例研究,作者得出如下结论:小布什政府制定和实施该战略的主导原则就是确保本国能源供给及其美元作为国际石油交易计价货币的地位,从而确保美国的国家安全、实力地位,实现其利益的最大化。这一结论完全符合现实主义国际关系理论的观点,即在无政府状态下,各国都致力于实现本国安全,即权力和利益的最大化。
